We The National Emergency Management Agency (NEMA)’s Catastrophic Event Handbook has been named a finalist in the 2025 Plain Language Awards. In a crisis, clarity is key. The Handbook is a vital tool for guiding government agencies, emergency management partners and communities through New Zealand’s most challenging disasters, ensuring critical information is easy to understand and apply, even in high-pressure situations.

The Handbook aims to instil confidence and provide clear guidance for decision-makers and responders, so a plain language approach was essential. Key features include an intuitive structure, accessible language, and visual tools like colour-coded workstreams to support quick decision-making.

“NEMA is committed to creating clear and practical resources for New Zealand’s emergency management efforts, and this recognition is something we’re really proud of,” NEMA’s Director of Civil Defence Emergency Management John Price says.

“The Handbook has already been adopted by several agencies to improve their planning processes, with users praising its clarity and usability.”

NEMA will keep the Handbook updated to meet the evolving needs of New Zealand’s emergency management sector.
